Members have been asking, if it is possible to incorporate DLS into various other types of delivery platforms other than Windows. I wrote to you back in June on the subject with a request for the Members to let me know how we can provide DLS to the Members in the most convenient and user friendly way.
Those Members that replied asked for DLS to be available for download from their own website and the ICC website. Based on the feedback we received, the overall view is that the Members want DLS to be more accessible through their own scoring apps and for it to be available for download from their own website and the ICC website.
Currently, DLS operates using a Windows delivery platform. The Windows platform (not the DLS software) is owned by Steven Stern and is licensed to ICC for use by its Members. The contract with Steven Stern prevents any third party distribution of DLS, or from it being commercialized by the Members.
We have advised Steven Stern that we support the need for greater distribution of DLS by ICC and its Members and he is in favour of making DLS more widely available. Consequently, please note the following:
- DLS will be made available as a free download on the Members own website.
- DLS will be made available as a free download on the ICC website.
- Members will be permitted to include DLS in their own scoring packages/scoring apps without the need for the prior permission of ICC.
- Members will be permitted to provide DLS in other types of delivery platforms other than Windows.
- There will be no restriction on the distribution of DLS in the Members scoring packages/scoring apps.
We have considered the commercial aspect to this which, as mentioned above, has been restricted in the past. As DLS will be made available for free download via the Members websites and scoring apps there will no longer be any need for commercial restrictions (it will be difficult to charge someone to use DLS when it is available for free!). In other words, if your scoring app provider includes DLS in its retail scoring app it can do so without any need for a license from us to do so. ICC’s only financial outlay on DLS relates to the annual retainer that is paid by us to Steven Stern for his ongoing maintenance of DLS. This will remain in place.
We hope to get this finalized and in place in the coming weeks. The aim is to fix a date ASAP where DLS can be utilized by the Members as outlined above. In the meantime, the status quo for its use remains in place.
